    SUMMARY: Under supervision of Management performs a variety of professional Accounting/Finance work; compiles, prepares, and maintains financial data and records, ensuring that all financial data is recorded in accordance with generally accepted accounting principles and consistent with established policy and procedures.     ESSENTIAL DUTIES AND RESPONSIBILITES:
    • Performs professional Accounting work in accordance with prescribed accounting system and generally accepted principles of accounting;

    • Prepares monthly journal entries and accounting corrections to ensure accurate accounting records and checks General Ledger from books of detail entries;

    • Coordinates the preparation, analysis, and review of estimates of revenues, reimbursements, expenditures, fund conditions and other proprietary and budgetary accounts;

  • Compliance Analyst - ROP: $13/hr. DOE
    Location: Fabens, TX
    Work Schedule: Full Time, 8 a.m. – 5 p.m.

    SUMMARY: The Compliance Analyst will monitor compliance for the Low-Income Public Housing (LIPH) and Housing Choice Voucher (HCV) program. The Compliance Analyst will update the LIPH and HCV compliance manual and procedures to the changing needs of the organization, laws, and governmental policies. The Compliance Analyst will serve as a LIPH and HCV subject matter expert for property managers and staff to include reports to the executive director, training, answer questions, and assist with quality control on compliance issues.
    ESSENTIAL DUTIES AND RESPONSIBILITES:
    • Audit sites for regulatory and company policy compliance.
    • Monitor and compile LIPH and HCV reports as required by the monitoring agency.
    • Plan and conduct regular on-site and/or remote reviews of files for compliance with LIPH, HCV and other affordable programs.
    • Develop and report metrics and key performance indicators to improve compliance excellence and provide training opportunities for property managers.
    • Conduct follow up with LIPH Supervisor on file audits to ensure corrections have been completed accurately and timely by Property Management staff.
    • Monitor the development plans and annual re-certifications monthly to anticipate and manage workload and plan for LIPH, HCV and HUD compliance reviews.
    • Track compliance file workflow to ensure compliance review of files are completed on time.
    • Recommend appropriate corrective action to resolve non-compliance issues.
    • Serve as a LIPH and HCV resource for all staff to train, answer questions, and assist with quality control on LIPH and HCV compliance issues.
    • Ensure the timely and accurate reporting of the PHAS and SEMAP reports to the Executive Director.
    • Keep current on all compliance rules with respect to the LIPH, HCV, PHAS, SEMAP program including certifications and re-certifications, waitlist management, rules on over-housing and under-housing, Tenant Selection Plans, EIV requirements, House Rules, etc.
    • As directed draft or review and approve written responses to Management Reviews, REAC, HQS, UPSC-V Inspections and other compliance reports issued by HUD, its designees or other regulatory agencies. This includes ensuring that the responses are submitted to HUD or other agencies in a timely fashion.
    • Reviews TRACS and PIC reports regularly as part of assessing compliance.
    • Provides training to property managers of new announcements of LIPH, HCV, FSS, Public Housing, LIHTC, and HOME compliance.
    • Attends industry conferences on PBRA and LIHTC compliance as appropriate.
    • Complete special projects as assigned.
    • Perform other duties as assigned.

    QUALIFICATIONS:
    • Bachelor’s Degree from an accredited college or university in Business Administration or related field is preferred (equivalent combination of education and experience may be considered).
    • Minimum of five (5) years of direct working experience in compliance of LIPH and HCV regulations strongly preferred. Additional direct working experience in HOME, Section 8 project base and Low income tax credit also a plus.
    • Minimum of three (3) years of property management experience, preferred.
    • Certification in LIPH and HCV Occupancy compliance is required or must be obtained within one year of employment.
    • Must have experience working with property management software.
    • Must be proficient in using Microsoft Office Suite (Word, Excel, Power Point, and Outlook); and department specific software applications.
    • Bilingual (Spanish/ English) is highly desired.
    • Must have working experience of general office and clerical practices

Clean and prepare sites, dig trenches, set braces to support the sides of excavations, erect scaffolding, and clean up rubble, debris and other waste materials. Support position to include grading dirt, running a tamper, setting forms, and tying rebar. Other duties as assigned.
    QUALIFICATIONS: Valid driver’s license required. Commercial roofing experience preferred but not required.

  • Lead man/Roofer - Rate of Pay: $DOE/hr.
    Location: Various Locations
    Work Schedule: Full Time

    SUMMARY: Experienced lead man/roofer will demonstrate knowledge of various types of roofing such as shingled, rolled, and acrylic mastic. Individual must demonstrate leadership qualities to oversee small crew.

    ESSENTIAL DUTIES AND RESPONSIBILITES: It involves heavy lifting, as well as climbing, bending, and kneeling. Work outdoors in all types of weather. Unload materials from truck and unroll roofing material. Lift roofing materials onto roof using pulleys or ladder. Clear debris from roof. May operate hand and power tools and variety of other equipment and instruments. Clean and prepare sites, dig trenches, set braces to support the sides of excavations, erect scaffolding, and clean up rubble, debris and other waste materials. Support position to include grading dirt, running a tamper, setting forms, and tying rebar. Other duties as assigned.
    QUALIFICATIONS: Must have experience in supervisory position as well as roofing. Must have valid ID or DL. Must be willing to travel outside El Paso occasionally.

    SUMMARY: Prepares, seasons, and cooks soups, meats, vegetables, desserts, and other foodstuffs for consumption in eating establishments by performing the following duties.
    ESSENTIAL DUTIES AND RESPONSIBILITES: Reads menu to estimate food requirements and orders food from supplier or procures food from storage. Adjusts thermostat controls to regulate temperature of ovens, broilers, grills, roasters, and steam kettles. Measures and mixes ingredients according to recipe. Bakes, roasts, broils, and steams meats, fish, vegetables, and other foods. Adds seasoning to foods during mixing or cooking. Observes and tests foods being cooked by tasting, smelling, and piercing with fork to determine that it is cooked. Washes, peels, cuts, and shreds vegetables and fruits to prepare them for use. Inspects equipment for cleanliness and functional operation. Other duties as assigned.
    QUALIFICATIONS: Must have related restaurant experience. Must have Food Handlers. Bilingual English/Spanish required.
