  • Accountant - Rate of Pay: $35, 000 to $40,000/yr., DOE
    Location: El Paso, TX
    Work Schedule: Full Time, M – F, 8 a.m. – 5 p.m.

    SUMMARY: Under supervision of Management performs a variety of professional Accounting/Finance work; compiles, prepares, and maintains financial data and records, ensuring that all financial data is recorded in accordance with generally accepted accounting principles and consistent with established policy and procedures. Coordinates and works directly with Management to ensure efficient, on time and profitable Company operations; Performs other related duties as required.

    ESSENTIAL DUTIES AND RESPONSIBILITES:
    • Performs professional Accounting work in accordance with prescribed accounting system and generally accepted principles of accounting;

    • Prepares monthly journal entries and accounting corrections to ensure accurate accounting records and checks General Ledger from books of detail entries;

    • Coordinates the preparation, analysis, and review of estimates of revenues, reimbursements, expenditures, fund conditions and other proprietary and budgetary accounts;

    • Prepares, analyzes and verifies financial reports and statements, accounts and records of expenditures and revenues; Assists with the preparation of accounting and management control reports;

    • Organizes, directs, and controls the retention of historical accounting, legal and other necessary Company’s records, ensuring that all the information is safely stored and available on short notice.

    • Process and provide GLPI Credit information to new vendors. Request and verify new Customers’ credit information. Process, revise and send invoices to customers. Collects past due accounts;

    • Verifies that all material purchased was previously approved.

    • Process, verifies and analyzes payroll data, payroll taxes, payroll insurance and cost.

    • Prepares daily Bank Reconciliations;

    • Develops/modifies accounting procedures and forms;

    • Trains or request formal or on the job training for Accounting/Purchasing Departments; Completes the End of probation period reviews for new employees and Annual Reviews for subordinates;

    • Builds confidence and respect of others through a positive and energizing style;

    • Creates and modifies procedures, produces and post metrics for departmental/individual performance and implements corrective actions as necessary;

    • develops the labor forecast for the departments under his authority;

    • Asses verbal and written disciplinary actions to subordinates

    • Selects (working with HR) and train Accounting staff; Conduct employee performance reviews; Schedule and conduct at least monthly meetings with subordinates;

    • Develops and ensure the successful implementation of all Job costing throughout the Company.

    • Plans, collects and analyze data to determine costs of business activity such as raw material purchases, inventory and labor.

    • Analyze changes in product design, raw materials, manufacturing methods or services provided, to determine effects on cost

    • Analyze actual manufacturing costs and preparing periodic reports comparing standard costs to actual production costs

    EMPLOYMENT STANDARDS

    EDUCATION / EXPERIENCE any combination of education and experience providing the required skill and knowledge for successful performance would be qualifying. Typical qualifications would be equivalent to: Bachelor’s degree in accounting or business administration from an accredited College or University; and or three years professional Accounting experience.

  • Accountant - ROP: $Depends on Experience

    Summary: The Accountant is responsible for monitoring, reviewing, performing and ensuring accuracy of all financial transactions for the housing programs at the El Paso County Housing Authority. The Accountant will perform clerical bookkeeping functions including, but not limited to: submitting timely financial reports such as balance sheets, income statements and cash flow; maintenance of computerized financial and statistical records; management of payroll using payroll service, accounts receivable and accounts payable, and performs other related duties as required.

    ESSENTIAL DUTIES AND RESPONSIBILITIES: The following represents the primary and secondary duties of the position; however they are not intended to be all inclusive. The EPCHA reserves the right to change, reassign, or combine job duties at any time and at its discretion.

    SPECIFIC JOB FUNCTIONS & DUTIES:

    1. Manage a comprehensive payroll system, processed by a payroll service, that is based on a bi-weekly pay cycle for 8 - 10 employees. This includes but not limited to ensuring compliance with FLSA, IRS, Federal and State requirements. To include:

    • Collects, reviews for accuracy, and inputs time cards
    • Calculates and inputs pay changes on employee checks (garnishments, increases, etc.)
    • Prepares JE as related to payroll and generates several maintenance fee spreadsheets
    • Review & correct PTO schedule, tracking maximums throughout year
    • Reconciles all insurance billings and payroll deductions
    • Performs all payroll related audits and allocation changes that may result
    • Payroll related transfers - Online Banking

    2. Responds to requests for information and questions relating to payroll, accounts receivable/payable, collections and payroll from vendors, clients/tenants, landlords and representatives of other housing agencies; researches account histories and other information and takes or recommends appropriate follow up action to clients and/or other department/agency staff.

    3. Responsible for accounts payable daily data entry and back up support as required. To include:

    • Organize invoices, POs, check requests, etc. for accounts payable input
    • Input invoices in PHAweb, generate reports
    • Prepares checks for disbursement
    • Processes Housing Choice Voucher checks and manual checks as needed
    • Accounts Payable related transfers – Online Banking

    4. Provides support by researching and resolving difficult problems independently through multiple records; takes initiative in anticipating or identifying problems or errors and follows up to resolve; forecasts impact of potential actions/decisions.

    5. Reconciles bank statements, logs and other fiscal records; reviews data to locate and determine cause of variances between accounting reports/statements and coordinates resolution.

    6. Provide administrative support to the EPCHA Finance Officer and or outsourced fee accountant in the following areas, but not limited to:

    • Routine document filing and scanning
    • Prepare correspondence for external parties
    • Audit preparation- Pull files, request information, compile data
    • Frequent use of Microsoft Office Suite
    • Update and create numerous Xcel spreadsheets

    WORKING CONDITIONS:

    Physical: Majority of the duties are performed in an office environment while sitting at a desk or standing performing clerical/administrative functions. Use of a computer system and office equipment is mandatory to the performance of the job duties. In some cases, duties will require performing minor physical activity for the maintenance of the agency master archive file system or distributing agency literature or tenant notices, which takes place in an inside and outside environment.

    Mental: The ability to work accurately and promptly in performing multiple clerical and administrative functions with frequent interruptions and little supervision. Employee must be capable of working closely and cooperatively with the Executive Director, EPCHA management staff and co-workers. It is expected the position will require assisting the Executive Director and staff on critical projects and reports requiring independent thinking, with little supervision and under time constraints. The position also requires open, active and positive communication with the Executive Director, management staff, co-workers, clientele, applicants, the general public and public officials.

    MANDATORY REQUIREMENTS:

    Education & Experience: Graduation with a Bachelors Degree in accounting, finance or related field, minimum (3) three years general finance/accounting experience, strongly preferred but not required: of (1) one year HUD accounting experience, or any equivalent combination of education and experience;
    1. Knowledge of accounting principles and practices. 2. Highly prefer but not a requirement: knowledge of HUD regulations and policies, and other related areas. 3. Possess and maintain a State Driver's License and evidence of a good driving record for pre and continued employment; 4.     SUMMARY: Drivers will be transporting rock, dirt, barriers, and construction material such as heavy equipment within
    the El Paso area to the designated location and disposing of the product at designated location. Over the road drivers may go outside of El Paso within a hundred mile radius.

    ESSENTIAL DUTIES AND RESPONSIBILITES: Drives truck to destinations. Prepares receipts for load picked up. Maintains truck log, according to state and federal regulations. Complete company paperwork properly and timely (timesheets, daily logs, pre-trip and post-trip inspection forms etc.) Maintains telephone or radio contact with supervisor to receive delivery instructions. Loads and unloads truck as needed. Inspects truck equipment and supplies such as tires, lights, brakes, gas, oil, and water. Performs emergency roadside repairs such as changing tires, installing light bulbs, tire chains, and spark plugs. Secures loaded materials for transportation. Utilizes standard health and safety procedures and techniques in performing duties. Performs other duties as assigned.
    QUALIFICATIONS: Must have clean active CDL Class A & Medical Card. Drivers with Haze mate preferred but not required.
